Paypal has many different options on how to use money in the account, as somebody else said, you can transfer funds from paypal to your own personal bank account, but they also have options to get either a credit or debit card through them, that would make it more like "cash in hand" as you were asking. If you buy anything online through paypal, the items will ship to whatever address you put into paypal so be sure you used your real one or somebody else will end up with something you paid for and that wouldn't be any good.
