Is Paypal Now Charging Fees for Personal Account?

I guess paypal has changed their rules. Before, only business account users had to pay paypal fees, but now I guess even personal account are charged fees for recieving money. Normal .30 base fees plus 3.4% of the total amount. I received multiple payments this week, but all was charged fees. I see that my account is still personal. Then also I am charged the fees. I have contacted the paypal people, and waiting fr their reply at this moment. And I see that they have revised something from July 22nd,2009. I guess it is related to this issue. And note that the payments that I received was not by credit card. It was funded by balance. So obviously, no fees can be charged on that basis also. Has anyone faced this?

Yes, they change their rules from 5 June. My friends found this problem too and knew this date from PP support. But personal account still can avoid fee. Still $0 fee for personal payment but sender must select type "Personal" (That can be "Gift", "Living Expense","Payment owed","Other") So, you must negotiate with sender that can change their payment type or not. If can't change and come with "Goods", "Service", .... this always charged fee.

This is the first time I hear about that new rules in paypal charging fees. I never notice that because I never received any payment this month. I am using premier paypal account. Is there any changes in charging fees at premier paypal account?

I am not aware of any changes. If there were any changes they would notify us by mail. I have seen deductions from one website and that is because they pay using credit card. Paypal charges transaction fees if the amount transfered to your bank account is less than 200$.

I faced that too. I lost 35 cents on a payment of a dollar. That s**ks.hmm.. let's see i'll ask chris to send me the money as personal on morachat
