what should i do about these imbeciles?

okay mylotters, i have several irritants in my life just lately in the building where i live, these are noise related irritations. in this discussion i shall cover 2 of them. we shall call them hair doll man and boots with the fur. hair doll man this particular hell in human form is my neighbor, one whom i hate with a fiery passion and i do not even really know him. why you ask, simply this, he has surround sound in his house plus a super epic radio setup, and he uses these two things at the same time. he also has a love for epic bollywood movies, now folks i cannot begin to explain to you the booming sound that this makes through the very thin walls. now after a certain hour i will lower my tv volume so as not to disturb the nieghbors. this individual does not care about this, i have take to taking sleeping aids just to sleep at night, in spite of this sometimes i am jarred awake at like 3 in the morning by his booming tv. i have repeatedly gone over to his place to ask him to turn it down, he behaves for a short period, then is back to the badness. he has no respect for me as a neighbor, to top it all off his place stinks and you can smell it as you go past his apartment, a mixture of body odor, incense and burning hair. and it would not surprise me to learn that he collects hair and makes dolls out of it. hence why i call him hair doll man. boots with the fur this character i want to kill with a passion. he drives a durango and he has tricked it out to make a lot of noise, something to do with the muffler. he revs his car and blares his music really loud. no not the you can just about hear it kind of blarring but i live on the second floor, and his radio booms loud enough for me to hear, the jarring base boom that makes your filling rattle. he does this late into the morning, sometimes he rolls in at like 2 or 3 in the morning then proceeds to have shouting conversations with his friends. it's like when he turns the radio off there is like a deafening silence. we have reported these two idiots and i am sure they have been spoken to, but this has not changed anything. in this instance what are we supposed to do short of moving out. now is a bad time for us to move out, so what to do, i have tried speaking to both these characters and boots with the fur was actually very arrogant and smug towards me, any ideas because as you know i cannot murder these guys, rihgt?
