What do you do with annoying neighbors?

I seriously can't stand living here anymore. Ever since my neighbors moved in it has been trouble. We have never had a bad experience with any of our neighbors, in fact we are very close to our neighborhood. Then this family came! Oh my, they are so annoying and loud! They yell at each other practicly 24/7 and even hit their little girl. Her house is located by a road were many people go in to do a U turn, and if she catches you doing that she comes out yelling and hits your cars. She has done this to me, my friend's cars, strangers, other neighbor, etc. One day my friends were waiting with the car by the road were you can park, and when I came out she started yelling at me and put her car infront of ours so we wouldn't be able to get out. I proceeded to call the police while she kept saying she wasn't afraid and would even dial the number for me. She is simply crazy and has no respect for anyone. She even yelled at me one day, "Look at the ugly house you live in poor kid." First of all atleast I don't have a house full of mice like she does. She is one of those people who think they're the most intelligent on earth and that they are owners of everything. She gets away with the police by acting nice infront of them and calling me a lier with every word that came out of my mouth. I think she has serious issues, I mean don't deny that you hit your child when you obviously were hitting her infront of the whole neighborhood. My parents and I were looking for another house far away from here, since it will also help being close to my college. Now my mom decided that we should stay here since it will be hard to find something. To add a cherry to the ice cream, she is yelling right this moment. What do you do in a situation like this? Have you ever had/have a neighbor that gets you on your nerves?
