Why cats are made a CTBT agreement with Rats. ???

Now our town is having more rats than cats. If even if they see them they do not attack them, I am doubting whether they have made treaty which banned attacking them. I know at my Lot people are very fond of cats and some of them even sleeping with them or their rooms, I think they are better off. Have you got more rats than cats how you
are tackling such a situation ?

My kitty kills all mice/rats he sees even if we didn't want him to... LOL! It doesn't look like he even means to kill them. He thinks they're toys and plays with them roughly till they die. (Throwing them up in the air, biting chasing them etc.)
