Well I am going to cut it nice and sweet if you want to save money and have a great photo-editting software. Gimp Paint.net Irfanview Have a nice day edittings! P.S: oh yeah they are free

GIMP is one and better than cheap, its free. A open source graphic manipulation program and even have support for animation. An online image editor that has a similar interface is pixlr.com. Check it out.

Yep GIMP, you can even edit photoshop files with it (.psd)
