Beaker is from The Muppets Show.
Although his head is a puppet, his hands were a humans
He did speak - he just made "scared" noises
He appeared with a scientist who would prepared experiments that would go wrong at Beakers expense.

Oh I loved Beaker and all the Muppets. I wish they were still on television.
