Smoking Smoking AND Cigarette production

Although smoking is bad for people's health,cigarette production is a major economic activity all over the world.On the one hand smoking is a bad habit;on the other hand cigarette provides a high tax income to the government ,so do you think it is difficult to balance this issue?In your mind do you think it's person's need for cigrette flourishing the cigarette production or the cigarette production encourage our human desire for cigrette?
