What is affiliate program?

Can anybody tell me what is an affiliate program? Does i have to pay anything for doing affiliate program and what all are the requirements for it?
How can i earn from it? I have gone to some discussions but haven't got a complete picture about affiliate program...

If you are my affiliate, you join my referral link for any sites, and I will get paid for that. If you continue to the site, and do your activities for reward, I will get commission.
