Is PayPal scamming Indians ????

PayPal has decided to retreat back its statement that they will be stopping to function in India as PayPal has the fifth highest number of members from India, and obviously it is going to be a huge loss for them! But, they are trying to scam Indians as well!!! Just a few days ago, my friend got a transaction of 9$ from Microworkers, but they reversed it automatically and when he tries to cashback, the browser does not respond!
Is PayPal trying to scam people!????????
I have safely moved to AlertPay and I have no problems!

No i think there is some problem in browser.. because if paypal do this.. then it will be parsulity to indians..

Hmmm! I just cannot get what PayPal is trying to play here! It is playing a double game!
