fixers, are you friends with them?

I got my driver's license last month--now all I need is a car. The line in the License office was too long that it took me 6 hours to get my license at the end of the afternoon. I did notice something strange. There was a guy who kept going back to a window and he claimed about 20 or so licenses. It turns out the guy was a fixer. I was already 3 hours in the line and was getting impatient I almost wanted to ask help from him. I overheard him offering help to somebody else and he asked for almost 3x the amount I would pay if I stayed in line. Fixers. They're everywhere. I almost think that every government office has one. But would you use their services. I would've just to get it done and over with but i couldn't afford it so... I was honest by default. What do you you think about them?

I think you should report it to a radio station or TV station to get attention. I don't think fixers should be allowed in any government offices since it's one form of corruption. So far there are offices that will not allow fixers like the NSO, i been there to get some birth certificates. Although the line can get long due to the numbers of clients, it's systematic that going in and out is no hassle. Another example QC and Marikina city hall where i was able to transact business hassle free without the help of fixers.

@ abitcurious. Fixers are not victims of the a flawed system. They are taking advantage of it. These guys can get a decent living in other ways. What they're doing is milking those who are clueless or ignorant on how to transact with government offices for an extra fee.

True they are just enforcing a truly corrupt system. But sometimes I seem them like people in forced circumstances. A lot of people do illegal things because they don't have a chance with having a legal job. They have families that depend on them so their hands are forced. I'm not saying that everyone who thinks life is unfair do something illegal though. In the context of reporting them to tv shows, I don't approve of that.Too much drama and superficial 'actions' going on there. I'd rather report the director of the office for turning a blind eye regarding fixers in his department. Come on, we notice them there even if we only fall in line for less than a day. What more the employees and the director himself?

Oh like the ones they report on tv shows? I just think that it would be unfair to the fixers. Ultimately they are just a victim of a very flawed system. Small fish and tv shows just makes a show of apprehending them and not really catching the biggest earner from this schemes. Much like catching beggars and sending them away, but the ring that controls them just finds somebody new to replace them.

Fixers are the part of corruption network found in all most all government offices. Their existence is to be considered in respect of two questions. First, why do we go to them? Second, why are they entertained by the officials? We go to them mainly for our ignorance and fear for all official procedures. Some other reasons are: we want to save our time, money and labor. Officials help them out of greed for earning some extra and easy money. In both the cases our selfishness and mean-mindedness are responsible. We have to overcome this shortcomings to fight corruption. It's everyone's duty and responsibility. If we learn to do our jobs ourselves and if officials don't entertain the fixers, then why the hell they will be there. I have never used a fixer and not will ever do so.

If it was just that simple. Sometimes you just get ahead of the line too but you know that everyone is doing something so they turn up ahead of you. It's only a matter of time when this kind of thinking overcomes our idealistic values. I'm learning that.

I guess that I have never used a fixer when transacting with LTO. When I renewed my license last year I availed of the Mall LTO offices which was less crowded and they say much faster. It was rather faster because there were less people that was there you just needed to be there earlier because the people tend to increase later on. I do not see anyone in there trying to convince people that he fix it for you. The only thing I was disappointed about was that I tried changing my address when I filled up their form but the computer operator seemed to ignore what I filled in so my Driver's license contains my old address still.

Maybe they aren't allowed to cater to change of addresses clients? It would be a riot if fixers stalked the mall outlets. Hmm I think I'll do that when I renew my license. It's way better. Thanks for the info.

The funny thing is they took the new number of the house but the street is from the old address I have so basically they tried to change but it seems they took the old address again.

honest by default?!!! still honest in my book but that little bit made me laugh! lol! fixers are fixtures in any government office. lol! i think these offices will fall apart without these fixers. they are the important clogs in making the whole system work. hahahaha!!! hopefully, something can be done about these fixers but if they are actually working for some high ranking official in the ame office, i doubt if they can be rid of altogether. hard to catch a wrongdoer if he has some high profile backers. lol! i really wouldn't mind approaching a fixer to get something done faster. i know i support their corrupt ways but i figure i can save more by being in that office for a lesser amount of time. i'm also supporting an underground economy that is as important as the economy of mainstream society. that's just me though. with the exorbitant prices that they charge, i always try to haggle. always! who says that these fixers are the only one's tha tcna try puttign one over me? i can certainly try putting one over them as well... and all is fair in this unfair game we call life. so in a nutshell, i would avail of the 'services' of these fixers if i can afford them but if i can't i'll try to find another way to go around the process and make my waiting time shorter than usual.

wow! congratulations on that! i've been planning to get student's license permit in LTO but i really can't find the right time since my schedule is very hectic. Anyway I have not yet tried to transact any business with fixers. My brother's the one who tried to do it. If I'm not mistaken, the payment for student's license permit is only 170 pesos BUT when he dealt with a fixer, he paid 500 pesos for it. The good thing about this is that he does not have to go to LTO and wait for his turn in the long line. Yes it saves time, but as for me if I have enough time, I'll do it all by myself. No pain, no gain and it will be an experience after all! haha!

Hi Friend, You will be surprised to know that our Honorable PM once went to the RTO office himself to renew his DL.He wanted to create an example and yes he did succeed coz it earn him huge media publicity.The point is they are there every where in cinema hall counter at Govt offices, but it is up to us to decide whether they should be encouraged for the sake of saving our time ???As per the Law is concerned whenever there is a new law there will be another new way to break it so if you want a solution first thing to do is take your own initiative and soon there will be followers!!!

Oh we have lawmakers to thank for that. They make and break the laws themselves. Sound like a cynic don't I? Coz in our country there is no question of them doing that.

If you'd asked me if i like them, well, surely i'll answer NO! I was at the DFA last week and witnessed how these fixers harass people there especially those who looks like from the province. Luckily, I was not harassed like the others because I displayed a poker face and looked like I know what's going on around though it was my first time to go there and really see those people. I know that there are fixers in any government agency, I am aware of them but I was still frightened by their presence. They dress up like authentic government employees and wear big IDs as if they really are employees. I heard one of them shouting at the lady behind me, a fixer said "Hey Miss, I'm still talking to you!" and that was really a shout. If I was the one shouted at I might have shouted him back, LOL! But to avoid being in a trouble, I just looked forward and walked away. See, those fixers act as if they should be listened to and obeyed when they should be ignored or put to jail because they are illegal!
