Disclaimer: Don't try this trick very often, but only when you need cash urgently. Once the auction gets over, go to your "Myebay" or auction listing page and mark the payment as "sent". This will block the buyers from making payment via eBay. Now the next task is to find their email address from the "sellers overview" page and then send them an invoice via Paypal. Alternately, you can also refund their payment and tell them that there was some problem with the payment and then send them a fresh invoice via Paypal. Hope this helps!

This doesn't make sense to me either but I guess that's because I'm in the USA and we don't have a 21 day hold. We do however have 2-4 day wait while the money goes from Paypal into our bank accounts. That can be gotten around with a Pay Pal debit card which allows us to go to any ATM machine and withdraw the money immediately or to purchase something in a store and ask for cash back. At the ATM machine there is a $1.00 charge but using the cash back option doesn't require any extra payment. Also, I'm lucky because we have a convenience store here that doesn't put any ATM fees on any bank card. I love the Paypal debit card. I love debit cards in general.
