I guess there are only two times of the day that are most suitable for reading books such as these - either in the morning, shortly after waking up, so that the material can give you a mental boost to deal with whatever lies ahead in the day, or late at night before bedtime so that whatever you read will be further reinforced into your subconscious mind while sleeping.

I´m sure that is different for anyone. I am a night owl and I enjoy reading the most late at night untill early morning....then fall asleep and maybe dream about what I read. sure that is not possible everyday(night) but whenever I can read the whole night I do it and I can concentrate the best at this time. but I can imagine for a typical morning person that would be impossible

the best time to read is when i have the mood and set-up to read. if it is an academic papers or articles, i need to read in the office during office hours. but if it is for leisure reading, then it is conducive to do it at home and before going to bed or sleeping. some readings are difficult to comprehend if one is not disposed to reading it. so a conducive environment matters a lot.

I think anytime is the best time to read. I take a book with me wherever I go and I read whenever I get the chance. I read in the morning before I go anymore, I read on the train while I'm going somewhere, I read during breaks in class, and I read before I go to bed. I don't think there's ever a bad time to read.
