I have been working in a hotel for the past years. The shampoo and soaps are not considered stealing because these are amenities which is part of what the guests has paid for. The cost is already integrated in the room rate when the guest booked the room. The guests can take these small things and they are being replaced everyday, so the guests can use it as much as they want. But the ash trays is not part of the room coast. It should not be taken out of the hotel as it belongs to the hotel. This is what can be called stealing. Several years back, I was working for a 4 star hotel, I was told by our front office staff, there are guests who are stealing not only towels but also duvet. Once the housekeeping found out that the duvet is missing when the guest check out, they will request to have the luggage of the guest to be opened and they will find the duvet inside. It was indeed shocking! so what the receptionist do is to charge the guest for the cost of the duvet.

Thanks umadper, actually I forgot about this already. And correction for the spelling "coast" it should have been "cost". Cheers!

Hi umadper, I remember when we are having a vacation in a resort hotel. My brother told me to hide the soap and shampoo in the shower room so that the staff will replace it everyday. When we leave, I honestly took a bottle of shampoo.
