You can learn more about CSS from w3schools here http://w3schools.com/css/default.asp its a very useful site for learning the different aspects of web design and development. From there just follow the examples and learn from them before you know it you will get the hang of it. Hope this helps and have fun learning.

CSS is not a part of dreamweaver. Dreamweaver is a tool which provide functionality to maintain CSS. As i have mentioned in my last answer about CSS, how this is important for web development. I think this is one of fullest way of maintain the formatting from a centralized place.

CSS stands for cascading style sheets. And this is used with web pages to manage the visual styles of their pages. There are number of levels of style sheets. How those are beneficial. This is the question. If you have designed pages and want to set the font type and colour to some specific like blue and 14 then you could define this in style sheet and apply this to all pages. Suppose you have 100 pages website and your client ask you to change the color to brown then you will have to change only at one place , in your style sheet and the changes will be applied in all the pages automatically.
