We have 2 computers at home. We are connected thru a router and using only a single modem to connect to the internet. Do we have the same IP? Can I use them both to sign up on PTC's with different accounts?

Yes, it will be the same ip adress. However, you can use a proxy: http://www.microhide.com/ http://www.privacycore.info/ http://www.hiddenalien.com/ They all work for disguising your ip

Well there might be a bit of a problem, so i had this problem when i in my workplace. When the pc use the internet port with a modem then if you use the same port with the other pc you will not be able to download the files at the same time.

Yes you have the same IP Address so that may raise some red flags but just verify the fact that you are different.
