Who took the heroin from Heather's office?

Did Ronan get there before Chance and get it? Or was it Briggs or the DA who from a previous show it appears are the bad guys doing the drug selling. They would want to keep it from being tested because that would show it came from the evidence locker. Ronan does not appear to be as smart as he thinks since he seems to be trusting the wrong people as is Heather.

Yeah, I was not surprised to see Briggs, but the DA? I thought he was just an egotistical idiot. I never pegged him for a crook.

Ronan admitted he took it. but still.. from a locked drawer? I know all about the undercover thing they got going, but still...why Ronan and all the secretiveness and not letting him in on it? Not that Ronan is his brother, but just the police stuff. And drag it out...boy howdy are they ever doing that! I've lost track of the why's already!
