Serious help needed about PAYPAL!

I am really upset.As soon as I requested a bank transfer on 1st September,Paypal sent me and email saying they are transferring money to my account,and this was immediately followed by another email saying they have limited my account! Copy of the message is below: "As part of our security measures, we regularly screen activity in the PayPal system. During a recent screening, we noticed an issue regarding your account. We have reason to believe that your account was accessed by a third party. Because protecting the security of your account is our primary concern, we have limited access to sensitive PayPal account features. We understand that this may be an inconvenience but please understand that this temporary limitation is for your protection. Reference Number: *********** For your protection, we have limited access to your account until additional security measures can be completed. We apologise for any inconvenience this may cause. To review your account and some or all of the information that PayPal used to make its decision to limit your account access, please visit the Resolution Centre. If, after reviewing your account information, you seek further clarification regarding your account access, please contact PayPal by visiting the Help Centre and clicking "Contact Us". We thank you for your prompt attention to this matter. Please understand that this is a security measure intended to help protect you and your account. We apologise for any inconvenience. Yours sincerely, PayPal Account Review Department" When I logged into my account they first asked for my full bank account number,on updating that I was asked to change my password and secret question.I got a verification mail regarding the same. Then I was able to access my account. I found that they have reversed the money that I had requested back to my account on 1st September. But they had already deducted Rs.50 for the transfer. They did not return that Rs.50! One of the ways to remove account limitation as mentioned is to confirm my bank account,for which they say they have sent two small deposits to my account. But the irony is I have been requesting this process over a year,and they still have not sent any "small deposits" to my account. My bank account pass book is updated frequently but there are never any small deposits sent by them. On repeatedly contacting them one representative told me she has manually sent the deposits but still no small deposits have appeared in my bank account even after a few months. Under these circumstances how am I going to remove the limitation from my account? I am just in a mess. Please help me out with what ever knowledge you have. Their phone number is not accessible from India or I do not know what code to attach to call them. Another option they have provided to remove account limitation is to upload a photo ID. If anyone knows what that is and if you have any experience please help!!!!!!!!!

These paypal guys have become so head-strong that they get away with anything! Being accountants, they have an edge on us; they "throw the book" at you and me! Recently, they messed up a question I asked about how much they were charging for "receiving" money into my account. In Paypal FAQ it is mentioned as 2.9% + $0.30 upto $500 or so. But they charged me 3.9% for several transactions, and they coolly collected about a dollar or so, with me being none the wiser!!! So when two of the PayPal employees GAVE ME WRONG INFORMATION, HER'S HOW I GAVE THEM A REAL SHINER! Read my email to them. It's great fun!: ---------------------- Great Francisco! Your colleague Emilia says: "...........You also have a cross border fee of 0.50%............" (look at the bottom for her email) And you say: ".......if you receive a payment from a user in another country, you're charged a 1.0% cross border fee.........." While I appreciate that Paypal has a lot of expenditure to deal with, I find it unbelievable, and even shocking, that two colleagues of an online international "BANK", are not aware of how much their own organization charges for "Cross Border Payments". We in India call it "Cross Border Terrorism"! And the best part of it is that Emilia's glib explanation is right at the bottom of this page on which you typed a different Cross Border Fee !!! This clearly shows the gross lack of awareness of your system. Why should one employee quote one figure, and another, a different one, on the same "reply" email? Mind you, I don't have time to be critical or sarcastic, but I only want a clear, standard, company-policy reply, which I am not getting !!! Anyway, what I ultimately what affects me is that you people - Paypal - have arbitrarily raised the "Receiving Payment Fee" from 2.9% to 3.9% and no one knows how to break up the extra 1% increase! Dear Oindy54, Your case was typical of thousands of cases where paypal transferred the amount to Indian Bank, and then put it back in your paypal account, saying "sorry, we have banned transfers to India, but we have to charge you for the transaction of transferring the amount to your bank and back!!!" This policy went on through last year and ended around March-April this year. As for me, I was not affected because Paypal resumed with drawl of money to India after that. Unfortunately, Alertpay also seems to charge heavily for withdrawing our money to our Indian Bank. Why not try Neteller? I just joined, but I am yet to read through their policies. Moreover, I sent emails asking doubts about their charges. Does Paypal charge for transferring from our paypal to some other online website? Please let me know.

Yes, They have charges for everything on earth! I will try out Neteller as you said. Alertpay is just impossible and moreover they won't allow bank transfer but bank wire for which I believe there is a huge fee,good enough to take away half of the person's earnings. But my account limitation has been resolved now after submitting both sides scan of my Voter Id card. And as expected they never refunded the Rs.50 so I paid another Rs.50 as fee to withdraw funds to my bank. moreover,they do not even respond to queries sent in to them these days. It has all left a bad taste but nevertheless,we need a good substitute for them. If you find out more about Neteller and find it convenient please do send me a message here. Read through your email. I no longer trust these people. Same thing has happened with me and they just deduct what ever amount for transactions they wish to against the policies they hold out,as you have rightly pointed out. I hope if they reply to your email you will post it here for all to see. Unfortunately we in India cannot do without Paypal or else Alertpay would have been a much better option. Also as you see in my case they deducted the Rs.50 when I requested a withdrawal but when they reversed the money back to my account,they did not refund the Rs.50. Shame on them.

My paypal was also got limited some days before. I uploaded my postpaid vodafone mobile bill. And the limitation was removed within 24 hours. Actually they want to verify your address. So you may upload any photo ID which includes your address or any utility bill. I think it will help you. I am also from India and I have received money from them successfully to my bank account. Did you enter your bank's IFSC and your a/c no. currently?

Hi, Thanks a lot for your help.I will try to send them my voter ID card copy.What is the process to upload it?I do not own a scanner.Do I have to scan and upload a copy of voter card?Is that what they are wanting? If this is done from the cyber cafe can there be any harm? Please advise.

Hi, My account limitation has been removed.I have done exactly as you advised.Thanks a lot friend.I was able to withdraw funds to my bank again but as with them,they never reversed the Rs.50 they had earlier deducted before limiting my account.So I had to pay that fee again to withdraw.Nevertheless,it is a great relief that everything is normal again. I don't know why you didn't received amount from paypal into your bank account..in what bank you have account ?..does your Bank accept wire transfer ?..I had attached my Local Bank Account and the amount from paypal was visible in my bank account with in a week.particular name comes as something like Paypal Private LI. if you have vijaya Bank in your Area ..open an account there or in State Bank of India and attach them with paypal..make sure you input the correct IFSC Code(you can find in your pass book)and account number. photo id is identity proof issued by Government of India.scan your Pan Card and Election Card and send it to paypal.make sure the name on card is same as you have in your paypal account.

I always wonder why only in India, they really have to make most users there have a headache. Before you guys have an issue when your paypal was in question by your RBI, now your security. I guess they monitor a lot of accounts of people there, since they have restricted a lot. What else should I complained about? hmmm, they even don't allow remittance there, grrrr! Well, sorry my friend, i don't know what to say. Pulling my hair can't even help the situation too .

That is strange because I know that paypal is secure. My sister-in-law from the US and my sister from the Philippines have been using paypal for years. I started several months back too. There was never a problem. Maybe, I think, your security is compromised, that's why paypal is securing it. Did you ever share your passwoed to anyone? To make sure, just send a mail through their "contact us" option. They reply really fast. Just to make sure that you're account is intact. Also, through that you will find out what the problem is. I'm sorry to hear about this and good luck to you.

No I never shared my password with anyone.I tried calling them and got through but it was just a voice recording that answered and I lost half a dollar for making an ISD call.I just used the contact button to write to them.

oindy54, just be patient my friend. I have had a paypal account for several years and this has happened to me. It is usually resolved within a week. This is for your protection. I know it can be aggravating, but better safe than sorry.
