I have a blog on blog spot but I cant find option to add text and back ground music .
Where r the option to add text and back ground music in a blog on www.blogspot.com

Unfortunately, I don't have any free blog, and I made my blog by myself. Because I made it manually, so I could import my music using FrontPage.
But you know, you usually can add text or background music using custom CSS. I don't know how you can locate that option, but usually you will be able to find it. Custom CSS can be used to layout the background, add special script, including text or background music. You should upload the music in one of the hosting site.
