I am assuming by PPD that you would mean paid per download? well if so I would assume you are meaning sites that pay you when someone downloads a file from you. Well in my opinion I would say that the best that I know of is either sharecash or uploadables they both make the person do a survey before they can download the file, Uploadables is a little better because the surveys are easier to do and I do believe they pay more money, about 70c per download if the person is from the US of course. Less if they are from somewhere else. I hope that i answered your question.
