I'm not sure about the smart card but I heard that debit cards can do this. If smartcard is considered a debit card then this more likely possible.

One of my Paypal account I verified it using SMARTMoney card and it's easy to apply and verified your account rather than EON card which was I also used it in my first Paypal account. There's a difference between the two cards I mention. I will give you the advantages and disadvantages. EON Card: Disadvantage: You can apply it through Unionbank, if we talk about bank it's not simple because you are ask for different requirements. First, you need to submit a valid ID's. If you don't have you can't apply. Second, it takes more days or months before you can get your card. Third, after your long wait sometimes it short only depending on the banks processing. When your card is ready to pick-up you need to pay Php 350.00 then your card should be activated by the bank before you can used it, it will be submitted to the main branch before it is activated. In my experience it takes more than 72 hours. Fourth, when the card is already activated, it's time to link it with your Paypal account, after that you need to wait up to 4days before you can get the exposure number(4 digit number) for final activation of your Paypal. Advantage: You can withdraw earnings with the same account. EON can be used both verify your Paypal and withdraw your Paypal earnings. SMARTMoney Card: Advantage: It's easy to appy. First you need only a Smart Simcard. Second, go to any Smart wireless center. Fill-up the application form. If you are a student you can submit your ID. Third, pay Php 30.00. Fourth, if the wireless center you are applying can produce instant card the better because you only have it in an hour. Fifth, load you card for a minimum of Php 100.00. It's ready for verifying your Paypal account. Once you turn ON your internet transaction in you SMARTMoney menu on your mobile you are on the go. After a seconds, you will receive the exposure 4 digit number. Within a seconds you will be Paypal verified. Disadvantage: You can't used your SMARTMoney account to withdraw your Paypal earnings.

I have not tried this though. But, you can always try. Paypal needs to verify you band account or card account first before giving you that status. So, if you can check your smart transaction then I think it would work. There is no hard in trying. Paypal will reject or accept your card automatically. But, one thing most Paypal users in the country uses are debit cards. I would advise you to look into that as well. Hope this helps. Happy Mylotting.

I do know a another card its from UnionBank, its called the eon card i think. It could withdraw your cash from paypal direct with this card. Hope This Help
