Recently i received a mail from PayPal stating that they had a change in their guidelines for Indian users. the email quoted this "Any balance in and all future payments into your PayPal account may not be used to buy goods or services or must be transferred to your bank account in India within 7 days from the receipt of confirmation from the buyer in respect of the goods or services". This will be in effect from March. So does this mean that we won't be allowed to keep any balance in our PayPal account? This confuses me.

I got tired of paypal issues and shifted to alertpay , i have even verified my account by adding my icici bank debit card(its not possible to add normal visa or mastercard debit card in paypal but its possible in Alertpay). I can transfer from my alertpay account to bank through my debit card. they charge $5/transaction -their fee is high but they dont irritate like paypal

There is option for Bank Wire transfer to Indian bank in alertpay but they charge $15 transfer fee and for withdraw using card they charge $5 and cant withdraw less than $10. so paypal is better than alertpay but all these new rules are confusing the users .

I guess that is what it trying to tell you. For your money safekeep sake, you might want to instantly transfer your money to you bank account right after you see the email notify you that you got money from paypal. I will do that at least If I were you.
