Dog running the fence... how do I get him to stop?

My dog keeps running up and down the fence while barking at the neighbor dogs. How do I get him to quit?

Scold your dog whenever you see it doing that.It is hard to change that because dogs will show such instincts since they don't like other dogs.

Isn't it better to build a wall around your house instead of using electric fence?
