PTC: Upgrade first or Rent Referral first?

Which do you think is a better strategy, to upgrade first your membership in the PTC site or to rent referrals first? From what I heard, it takes around $90 to upgrade so I'm thinking of renting first but it costs less to rent if you upgrade first. What do you guys think?
