Ummm, please don't. Flash headers and templates are the spawn of evil and will really annoy your visitors. Quick-loading, clean sites are so much better.

okk friend..but is it possible to use them in blogger? If only use a flash header will it create any difference?

I don't know. I'd rather saw my own legs off with a rusty knife, to be honest. I suspect someone, somewhere has a tutorial - tried Googling it?

yes I have found some template and going to make the header...But I dont know...I can use it or not..

Hmm. I think it's possible, but you probably have to tweak your template and bloggerize it (i.e., use the equivalent template commands in blogger.com/blogspot.com). And of course, you will have to host the Flash object somewhere else.
Although I haven't tinkered with Blogger templates in a long time, Blogger.com or BlogSpot.com is very open and flexible so you can practically do everything in this platform. I'm pretty sure that Flash is allowed because I've seen the newer templates and they are clearly not purely HTML.
