Respect and appreciate the legal

In legal affairs, sometimes there is someone who wants improvement / change of name in birth certificate of his son who had neglected to 7 years. Apparently the advice of civil records office personnel, improvement / change in deed have to based decisions of judges or courts. But, sometime, in many facts, many peoples have negative thinking on the advice of civil records office personnel. Many people who complain, why want to change birth certificate only must through court ? The problems: Is the public less appreciate the advice of civil records office personnel ? Is people do not appreciate and respect the court ? Is society does not respect the Act which had been set ? Not to mention cynical and slanted comments addressed to the Office of Civil Registry and Court Officers, under the pretext that both these agencies just want to earn much money and make the procedure useless. If the condition of people already like this, how can we give understanding about improvement / change of name in birth certificate, if the community itself denounced the Office of Civil Registry and Court Officers or the community itself never thinking and study about procedures improvement / change of name in birth certificate ?

I guess you won't be able to change the name of the kid then. That's the thing about the law, sometimes it works on your side, sometimes it works against you. Here in my country, if you're going to apply for a clearance, you'll have to wait a couple of days if you have someone of the same name that applied too.
