What is consultancy service?

There are many companies which provide consultancy services. What they actually do? As I'm new in the corporate field I don't know much more about this world. Are they provide outsourcing? Or they provide workers for another company directly but not work?
There are many companies which are consultancy services like Tata Consultancy Services (TCS), AGR consultancy Services etc. I can't understand what is the real working of these type of companies. What they actually do in corporate world?

My brother does consulting....but for the life of me I don't really understand what he does either! I know he goes to different companies and tells them how they could run their companies better....gives suggestions as how they could make more money but I don't understand the whole process.
