That is one of life's insoluble mysteries.
They both seem to be based on a mysterious little algorithm that possibly takes into account all sorts of factors like the general quality of the posts, how many [+] ratings have been given, how quickly the responses come in, whether the discussion owner has commented or not and whether the clock shows 23 seconds past the minute when it is posted.

Hello,Computer uses a special algorithms that uses to meet this task..i think it recognizes every + responses given and the number of responses got in some a minute..I think you should look at faq..this will help you..I think they will say how they do this..
