Market Regulation Trivia #1

OK, 5 points to whoever knows who wrote the following: Such regulations may, no doubt, be considered as in some respect a violation of natural liberty. But those exertions of the natural liberty of a few individuals, which might endanger the security of the whole society, are, and ought to be, restrained by the laws of all governments; of the most free, as well as or the most despotical. The obligation of building party walls, in order to prevent the communication of fire, is a violation of natural liberty, exactly of the same kind with the regulations of the banking trade which are here proposed. Hint #1: The author wasn't a communist. Hint #2: The author wasn't a socialist. Hint #3: The author wasn't a Democrat.

You're assuming that conservatives or even free market proponents discount the need for any regulation whatsoever. You'd be wrong. I think you're mistaking free market with anarchy.

That's pretty typical of the left lately. Libertarians, constitutionalists, and anyone who wants a free market is branded an anarchist, who wants ZERO government instead of a government restrained to its constitutional limitations.

I will admit to cheating. I guessed correctly that it was not written in recent history and was right about that. The author of that quote was Adam Smith (I asked my husband a history and government teacher, did not use the internet). He said it was written around the time of the Declaration of Independence. So I will give him the points.
