It can be single avenue or a combination of a little of each factors you mentioned. Usually, it is a case to case basis and very dependent on the person's circumstances. There are also times when the person itself is to blame. Some people don't value education as others do. It's their prerogative but it might hamper them in their life. Education is considered to be a cornerstone of scoiety and is applied to every member. However, not everybody has the ability or desire for education. Some are geniuses but having financial problems. Some are filthy rich but don't have the drive. Basically, perspective of eh education also contributes. So its a myriad of factors and sometimes, the person can overcome them. sometimes they don't. At least, they should have considered education because it is really something that cannot be taken away.

for children but after some time adults have to be responsible for themselves. Better not to blame anyone for anything, maybe just address the need.

The blame belongs to the perants because if you raise your kid without punishment an they believe they can do what they want but if they come home with a bad grade an you punish an whoop them everytime they'll start to understand that you take them grades serious it might hurt you more than it does them but in the end you'll see that a little punishment can give you alot of progress

None of the above.. devil affect the mind of an individual not study, be absent at school, play games than do assignment.. it must be eliminated first for education to take root.

Uhmm.. Himself/herself? Well, every human have their own mind, sense, and choice. So, while at it, why should we blame another people?

Depends on individual circumstance. As for blaming the parents, under-educated parents can hardly be expected to educate a child beyond the parents' abilities. As the saying goes, it takes a village to raise a child. We all play our role in the education of children. The child must take responsibility for his/her own learning. Parents must provide opportunities to go to school, and must give what they are able at home. Schools, teachers, state and others must provide effective learning opportunities and intervene when ordinary means are not working as they should.

When someone is not well educated, those blame belongs to the parents of a child. Maybe because parents are those who were the one that educates and discipline their child in the first place.
