Whenever couple have a nice place where they can raise family and have stable incomes and know the responsibility of becoming parents. My hubby and I learned in hard way. We will be ready for next one.

I think they should have a stable commited marriage with open communication, a home big enough for kids, be financially stable, and have a few thousand sitting in the bank before thinking of having kids. Before they have a second they should be able to provide equally for both.
