can i get my referal comission either im on level 0?

You don't need to upgrade in order to earn commissions when your referrals purchase JSS-Tripler positions. Of course, you won't earn commissions from purchases made by your referrals using the $10 loan.

oh tnx..it means if the position of my referal was expired its automatic my comission will be added to my normal earned?

No. When any of your referrals purchase a JSS-Tripler position, you automatically earn $1 (or 10% of the value of positions bought) from it. Don't mistake it for the JSS program of JustBeenPaid.

i mean example if over all of my comission in referal earning is $20 so i can use my earning from my referal to upgrade into level1?

I don't undertand your question. What do you mean with you being level 0? You get a 10% from the purchases of your level 1 and 5% from your level 2.
