It depends on what you're looking for in a phone. I was with Virgin Mobile and Boost Mobile for a while and I loved them (ATT is evil! Evil I say!) Boost you get unlimited everything for $50 a month. If you can't afford that then I would go with Virgin. They have a bunch of plans and diffrent prices depending on your needs. I'm now with T-Mobile because I'm under my dads account as I can no longer afford the other two (actually I lost my Virgin Mobile phone and never bothered to get a knew one, and now it's been deactivated.) But ya in terms of bugdgeting in my opinion Virgin Mobile is the way to go. This site should help you out: http://www.prepaidreviews.com/wehelpyoudecide/

If you're considering smartphones go ahead to choose an Android smartphone. Android OS has got all those features that are expected from a smartphone at a much cheap rate than any iPhone. There are different manufacturers who're using Android and there are plenty of models to choose from according to your budget.

probably depends from the different countries and so prices applied i think that some nokia or lg cheaper level can be considered like that also because you can save money and you can enable nice features naturally they are not really smartphone but just mobile phones so it depends also what you are searching for...i think some models as nokia n8 or lg series can enable a good price and decent features..
