What are trustworthy and best rates exchange sites?

Does anyone have experience with a good exchange site? I have used wm-center once and I liked them because the transfer was fast and I did not think the rate was too expensive. Still though I'm looking for any that are cheaper and of course legit. One that exchanges from Liberty Reserve to Paypal or Alertpay to Paypal.
