PR is really not 100% known and there are only hints on how it works but there are some factors that everyone is on agreement when it comes to PR. My advice to you is just update your blog/website at least once per week for 12 months, gain some considerable amount of traffic(at least 10 uniques per day), have a presence on social networks like g+, twitter and facebook and you would surely get a PR1.
