you hit a person with your car in reverse and get to go home?

I don't mean another car. Last night I was out and a friend of mine got hit walking across the street by someone her family has filed complaints about to the cops. He was on a main road and decided to go in to reverse? We know it was on purpose, but the cops let him drive off, While she was taken to the hospital in an ambulance. The cops let him wander around the crime scene talking on his cell phone. As i was driving home i saw him at the shell station cleaning her blood off his vehicle. All they told us was to fill out these reports and bring them back to him tommorow. Does this sound right to anyone ? It doesn't to me .
