Yes. You can make websites and blogs easily. One example is blogger:) it all defends on what you choose lol. Making it is alot of fun but it requires quite alot of effort and consistent updates. So,think carefully before you make one. Hope this helps

Yes definitely! There are some sites where you can make or start your own website, among them are weebly.com, worpress, blogger, etc.
A lot sir.. depending on what is the purpose of your website :)

i don't know about website but there are many services which lets you make your free blog like blogger,wordpress and tumblr to name a few.some times you have to buy a domain name so check for that.
