Why Can't Firefox Open a New 'Application Window' During the Firefox 'Process'?

Sometimes my computer's Firefox-'Process' keeps going long after I 'close the application' (by clicking the X-button in the upper-right corner); but when I click a link in an Outlook Express email or try to open Firefox anew, a window pops up telling me I CAN'T open a new window while the Firefox-Process is running? Why not?

You can use ProcessManager to kill Firefox( though you can't see a window, but firefox is till running in the background to realse resourses or do something else), and then restart Firefox. This problem can be called a BUG, maybe! Or you can try some other browsers. I don't know if you are using Windows or Linux, or other OS. You can try IE9 or IE10 if using windows, both great! Chrome is another good choice, whatever OS you are using. Hope you can solve this problem :)

I'm not asking 'what to do about it,' I'm asking 'why can't it start-up another "instance of application" while the background "process" is running?'
