How will we achieve lasting peace, was it right for the Government to set a dialogue with terrorist or the leaders of a rebellions in order to achieve a lasting peace. What will happen to their crimes committed against ordinary people. What can we recommend?

Are you referring to Algeria? I don't think the government wants to negotiate. The Algerian Government is already suffering from bad PR.

I would not recommend negotiating with them. They will consider it a sign of weakness. The government has to show its strength when the terrorists do horrible things like kill innocent people. As long as it is just bluster and talk, then it is all right, and as long as the rebels have a legitimate claim - such as the government going against their constitution - then it is all right, but when it comes to killing innocent people, blowing up schools, etc. and there are witnesses, then that means action not talk.
