Itaguai is in Brazil (a suburb of Rio de Janeiro), NOT in the UK. The story appears to date back to 2007 (in Portuguese) and there are NO photographs of the supposed "message". This is just another Internet hoax.
Such stories are the work of the powers of evil because they spread lies which distract people from the true meaning and purpose of God.
