How Much Is "Racism" Mostly Just 'Crying about Bad Luck'?

I didn't even /read/ this Newsocity-article, but I'm betting it paints Bill O`Reilly's comments as "blatantly racist" (as he says 'blacks are to-blame for their being "mistreated" by law-enforcement).
But how much is that just a natural response?

It only takes one rotten apple to spoil the bushel. This goes for police. Not all policemen should be police. There are many a good policemen. I know that if I were black I would have gotten more tickets then I did. In our area it probably would be the Mexicans that are targeted just because crime went up when the Mexicans started coming in. Yet, the worst crimes in our area have been committed by a white.
