Inforce stricter punishment. I have known several people who spent time in jail and they call it the Holiday Hotel. If there were stricter punishments maybe there would be less crime and corruption.

The Law on Prevention of Corruption is very strict where it talks about the obligations of the approximately 6500 Slovene functionaries to report their assets, since it also prescribes sanctions in the case of violations of these obligations. Furthermore, I believe that the functionaries themselves are interested in this type of monitoring of their assets, and with it their integrity, so I do not expect that the response of those summoned will be problematic in this respect. Of course there will be a large number of new features in the procedure, from the relatively demanding forms to the time limits for reporting. Some functionaries will be doing this for the first time in their lives, so we are prepared for the normal, human difficulties in this connection and we will be suitably flexible within the possibilities which the Law allows. We are not and will not be concerned with the amounts of assets of the functionaries; our exclusive task will be to minimize the possibility that they would change due to dishonest reasons. Another area which you will be monitoring will be the integrity plans of all state bodies. How concrete will your tasks be in this regard? The integrity plans as prescribed by the Law on Prevention of Corruption are a rarity even in global terms and are barely known to the Slovene public. These plans will include data on the possibilities for the appearance of corruption in the institutions where they will be adopted, on the risks associated with this and on the methods and ways of reducing such risks. The Commission’s task will be simple: we will have to produce sufficiently clear guidelines for the drawing up of these plans, and monitor their adoption and implementation. Although the Law talks only about the obligations of state bodies and bodies of local communities with regard to the composition of these plans, we will attempt, with an emphasis on their values and importance, to introduce them into business as well, so that Slovene companies will be able to voluntarily begin following the example of the state bodies. The third item is the implementation of the anti-corruption strategy. Can you describe it briefly and tell us what level of effectiveness you expect from it. The first Slovene anti-corruption strategy, which was adopted by the National Assembly this summer with the title “Resolution on the Prevention of Corruption in the Republic of Slovenia”, includes in addition to other elements 172 measures which will have to be performed in the coming years in order to eliminate the conditions for the appearance and spread of corruption in our country. These measures are prescribed for the areas of politics, state administration, investigative, prosecuting and judicial bodies, business, non-governmental organizations, the media and the general public. The Commission has already prepared a plan of action for implementing them. The plan will be adopted by the Commission together with all competent institutions by the end of February of next year, and some of the measures from the strategy are already being implemented. The implementation of the strategy will only exceptionally involve short-term and quickly visible effects; its basic goal is the permanent elimination of all circumstances which allow corruption to develop, so it will of course take years, as well as persistence in the implementation of these measures, which the Slovene parliament has foreseen in its strategy. Do you expect a great deal of resistance in your work, and if so in what part and from whom? We do not expect resistance in our work, but there will of course be some surprises when it is seen that we are serious about our tasks, that we will persist to the highest possible level of consistency, objectivity and impartiality, and that we shall adhere to the obligations given to us by the Law on Prevention of Corruption and the anti-corruption strategy of the Slovene parliament in every single case. The fields of work with which the Commission will be involved have been either neglected or non-existent up to the present, and it is relatively normal that the changed style of work will at least at the beginning attract a fair amount of attention and surprise, but over the years it will become routine, even for those who are the strictest opponents of any kind of change

nice discussion... i think eliminating corruption not that important.. the most important thing is eliminate urself from this system called corruption.. i m not trying to say that "ignore it".. wht i m trying to say is.. if u r not part of it.. then only it is possible.. we say we want to eliminate corruption.. but when time comes to us.. we r ready to do anything.. even if it is a part of corruption system.. first remove urself from that part.. any means.. then ask others..

You cannot change others the only person you can change is yourself, so to eliminate corruption if everyone decides not to be corrupt then only corruption will go.

I'm not sure it will ever be totally eliminated. There are bad people in this world and that's just the way it is. I think the good people helping others and other acts of kindness are probably the best way to make things better. I do something nice for someone, then they do something nice for someone else and the random acts of kindness just keep going on. I don't think the answer is more laws and more jails. Then we as a society end up paying for it.
