My coworker texting me - why do they hire these kind of people

I worked 9am-1pm today, and then left. My friend is a supervisor and worked 1pm-930pm today. They have several teenagers working in a position they cannot handle. They are very immature and irresponsible. This morning the assistant manager came in while I was working and was shopping. Ok I can see this BUT she was letting her dog pee on things, and then we have animals from the shelter there. The dog was growling and barking at the rabbit (this can scare even kill the rabbit). Literally every day she is not working she is in the store. I mentioned this to my friend because its distracting, and does she not have a life she needs to watch you work. I find it unprofessional with this behaviour. I am sitting at home relaxing watching movies when I get a text from my friend. The girl working (who happens to be the assistant managers sister) is working with her. Not only is she standing around talking to her sister about nothing ignoring customers, she is doing fish maintence which I did this morning. I told her this and why would she do it again (it is a morning task). I am going to talk to the district manager this week. I am tired of this and if I did this showing up standing around the store constantly then I'd certainly get in trouble.
