Wylie's Misadventure outside

Awhile back, I've told you about Wylie my troublemaker cat and his adventures on the patio. He's really a "Houdini." Well, after multiple attempts to block him with my chairs or to just watch him at the same time as his brother Marshall, who's the total opposite of him, he failed and is so busted!.
Marshall goes out for five minutes or less to roll on the patio in the sun and fresh air and is done. He stays put in the center and doesn't go far.
Earlier this week, Wylie had gotten better and had listened to me. But then he really blew it today. When he went to my neighbor's patio, I tried to get him to go to my side. But then he went to the next patio, two doors down, and beyond my reach. This happened during my lunch break. One of my neighbors from the 4th floor, my apartment's office manager and the housekeeper saw him go there and talked to me.
That was forbidden and a major no-no in my book. I was close of calling the fire department, but he did go back to my apartment's patio on my own. I've talked to my office manager on the phone and in person, that he shouldn't be allowed on the patio anymore. 'Cause I don't want him to fall and hurt himself... or even die. Even if he's a senior cat, I have to banish him from the patio for now on. He can meow all he wants, when I have to put my foot down, this time around and for good. Or I could put him on a leash, too.
If he wants fresh air, he would have to get it by the door or the front window. He had totally lost my trust big time! Do you think I'm doing the right thing, or should I have leash him for safety precautions? Have this happen to your pet before?
