What Else Do Parking-Cops 'Monitor'?

Comedian Patton Oswalt tells (near the end of this recording) how--when a parking-cop (a police-officer with "Parking Management"-or-something on the side of the car) let him off of a parking-ticket (one o` those things where he just stepped out of the car to buy a few magazines and caught the cop giving him a ticket right before the cop finished writing it)--
and right before Patton drove off, the cop tells him, "You know, we don't have time to check EVERY meter!"

We don't have bylaws enforcement here.I would assume they have to make sure all 100 pages of bylaws in the town rebeing followed.
