Should those in jail be treated the same as the general population?

I was reading this article that a girl in the next town over killed a boy (this was back in 2002). She was found dead in her jail cell. Apparently the jail is being held liable because of an untreated mental illness. Another case was found a young girl killed herself, and the jail was liable for homicide.
I am sorry but these people killed someone and now locked up sitting getting things handed to them. Yet, when they kill themselves others are at fault?. That makes no sense to me.

They are in jail for a reason ! You hurt someone ,even kill someone, you deserve to be jailed, you will not hurt anyone in there but just yourself !

@ricki_911 Everyone is responsible for his own life but doesn`t have a right on other`s life ! You just don`t take a life and expect to be human ever again , my opinion ..

you cannot feel sorry there.They are in there by the court of law.
