Do employers require to be hypocrites?

One of my friend having Doctorate degree went to apply for a post of Associate Professorship in a University. The employer, (Managing director of the company) which owned the university, took the CV of my friend, and took interview and said when there will be vacancy he will he taken in the University. For 3 months he had not been communicated. The friend said, it is sad that employers these days cannot say on the face, they dont want to take a candidate, whatever may be a qualification. Openings are advertised in job sites and employees apply seeing those openings. Should employers be hypocrites?

It is not like that. They may be having their own way of tackling the issues. We can not read anything from their gesture or posture

There are lot of powers in the hands of head of institutions in India. So if power is used for promoting nepotism, general candidates face hardships.
