One day at Motor Traffic Department

Hey... Whats up? Anyway... it's not a good day for me. I went Motor Traffic Department to be registered to get my vehicle license at 7.30 a.m. But I could finish the task about 4.00 p.m. Just think about it.... Government officers told us to go here and there. That's all they did. They wasted our time. There wasn't even any proper queue for customers. I need to know whether there's the same thing in your country and I need a good solution for these kind of problems. Let's discuss....
