Can someone please tell which P.C. application to Use, I Want to create an artificial intelligence and i dont know which Windows Application is Best??

The creation of an artificial intelligence would be beyond the scope of any Windows application. You would need to do the programming yourself for something of that magnitude.

I'm not sure what's out there for apps. I think one must know a good deal of coding to attempt that. Good luck, let us know how it goes.
