I think it should not be something that is forbidden while both are discreet and this does not influence or hurt their work or the people in it. In your private life everyone is free to be with whomever he wants.

From my observations, I would say no. Despite their best efforts, the people involved always end up dragging others into their issues and it effects morale and productivity.
